血淋淋的教训:购买旅游保险为何那么重要?

去年一月,陈立(化名)和他的妻子来到旧金山看望自己的女儿。像往常一样,他们期待着沿西海岸四处观光旅游。
Last January, Lee Chen (not his real name) and his wife visited their daughter in San Francisco. As usual, they looked forward to sightseeing and travelling along the west coast.
 
他们的小女儿梅(化名)——她居住在多伦多——表示,他们从未买过旅游保险,因为他们没有理由认为会出现医疗紧急情况。
Their younger daughter Mei (not her real name), who lives in Toronto, said they never bought traveller’s insurance because had no reason to expect a medical emergency.

Two weeks before Mr. and Ms. Chen planned on returning to Canada, Mei answered a late-night phone call from her mother: Mr. Chen had broken his left femur.
 
梅说:“那天晚上,我姐姐呼叫了一家救护车服务机构,把他送到一家私营医院进行手术。我想,他们在医院住了五天。”
“That night, my sister called an ambulance service and sent him to a private hospital for surgery,” Mei said. “I think they stayed in the hospital for five days.”
 
为了那五天,他们花费了一笔不小的开销:医院给陈先生寄了价值$13.5万元的长期护理服务账单、$4900元的救护车服务账单,以及$4500元的“紧急服务”账单;这些账单已由梅的姐姐支付。
Those five days cost a small fortune: the hospital sent Mr. Chen a bill for more than $135,000 in long-term care services, around $4900 for the ambulance, and $4500 for “emergency services,” which Mei’s sister paid.

天宝旅游公司副总经理维维安·徐告诉大中报,她的公司建议客户购买旅游保险——而且,如果他们决定不买的话,公司要求他们签署一份文件,声明自己了解有关的风险。
Vivian Xu, a deputy general manager with Tian Bao Travel, told Chinese News that her company encourages customers to purchase traveller’s insurance – and requires them to sign a document stating they’re aware of the risks involved if they don’t.
 
她说:“他们必须认识到,如果他们不买旅游保险,他们必须为自己负全部责任。我们希望他们无需使用这种保险,但他们如果需要用的话,它是非常有用的。”
“They must understand that if they don’t purchase travel insurance, they need to take full responsibility for themselves,” she said. “We don’t want them to use that insurance, but if they need to, it’s quite useful.”
 
徐女士表示,天宝旅游公司的很多客户都认为自己被OHIP所覆盖。
Many of Tian Bao’s customers believe they are covered by OHIP, Ms. Xu said.
 
根据卫生部的网站,受OHIP保护的居民身在加拿大境外时,“只能享有非常有限的赔偿金额,而且只能用于有限范围的医疗服务项目”。
According to the Ministry of Health’s website, residents insured under OHIP “are entitled to very limited funding for a limited range of medical services” outside of Canada.
 
如果接受的是门诊急诊室服务——即医院外的紧急治疗,则OHIP只会支付每天$50加元的费用。如果接受的是住院服务,OHIP会支付每天$200加元。
For “outpatient” emergency room services – that is, emergency treatment outside a hospital – OHIP will pay only $50 Canadian per day. For “inpatient” (hospital) services, it will pay $200 Canadian per day.
 
其他客户告诉徐女士说,他们拥有自己的信用卡所提供的旅游保险。
Other customers tell Ms. Xu they have travel insurance through their credit card.
 
加拿大帝国商业银行的外部通讯主管凯文·德弗告诉大中报,持有Dividend信用卡(其不收取年费)的客户会自动获得“旅游意外-公共运输”保险。如果客户在乘坐飞机或其他公共交通工具时受伤,这种保险可为他/她提供多达$10万元的保障——但仅适用于意外受伤,而且只是在他/她用该信用卡支付全部旅游费用的情况下才能如此。
Kevin Dove, CIBC’s head of external communications, told Chinese News that customers holding a Dividend credit card, which does not have an annual fee, automatically receive “travel accident – common carrier” insurance. This insures holders for up to $100,000 if they’re injured while travelling from one place to another on a public vehicle, such as an airplane – but only if the injury is accidental, and only if they fully paid for their trip using the card.
 
他表示,帝国商业银行的Aventura万事达卡世界卡和AeroGold Visa Infinite卡可以提供高达$50万元的“公共运输”保险保障,以及“紧急旅游”保险,其在持卡人到自己所居住的省份以外旅游的头15天里为他/她提供高达$500万元的紧急医疗费用保障。
He said that CIBC’s Aventura World MasterCard and AeroGold Visa Infinite cards offer “common carrier” accident insurance worth up to $500,000, along with “emergency travel” insurance that covers up to $5 million in emergency medical expenses during the first 15 days of travel outside a cardholder’s home province.
